The summary of Mexico’s new PEC regulations, applicable to radio/telecommunications compliance programs, are as follows:

Batch certification:

This certification applies to a specific number of units and only applies to one shipment.

• 2 samples are required.

• All units must have the same brand and model.

• It requires a complete list of serial numbers in the batch.

• There is no market surveillance for this certification program.

Scenario 2

Multi-batch certification with monitoring function:

The certification applies to more than once, more than once imported the same brand and model number of the product.

• 2 samples are required.

• All units must have the same brand and model.

• No serial number is required, but a list of each batch and the number of units to be imported for each batch are required.

• The certificate can be extended to include more batches (additional fees will be charged), but it does not apply to other models.

• Market surveillance will be required, and approximately 5% to 15% of all multi-batch certificates issued by the certification body will be selected for market surveillance.

Scheme 3

Family certification with surveillance:

This certification applies to products of the same brand with the same technical specifications.

• 4 samples are required (two pairs of different models, representing families).

• There is no limit to the number of models listed on the certificate.

• The certificate can be extended/modified to include more models without restriction (with cost and review, but no need to test for other models)

• The difference between the models can only be the appearance change and the same function.

• Market surveillance will be required, and approximately 5% to 15% of all family certificates issued by certification bodies will be selected for market surveillance.

Scheme 4

Equipment certification with monitoring function:

This certification is applicable to loT devices or short-distance communication components/equipment contained in terminal equipment.

• 2 samples are required.

• Documentation about the part/equipment to be certified and each final equipment containing the part/equipment.

• The certificate will be issued to the part/equipment and will list all the final equipment where the equipment is located.

• The certificate can be extended to add more final products infinitely (additional fees will apply to process and document review)

• All final products listed must have the same brand.

• The need for market surveillance on terminal equipment. A 50% certificate will be selected; for equipment certificates containing multiple products, 1/3 of the listed products must be tested.

• The certification body will carry out the logistics of receiving and sending samples to the laboratory.

・The test report is valid within 60 working days from the date of issuance.

• Due to the new time limit, all documents must be completed before the test can be started because the new time limit limits the process or cancels the risk of conformity certificates.
・Only new products can pass the certification of any approved plan.

common problem

1. For the existing modular certification, does the certificate maintain its validity? (For example, can they still be used for terminal devices?)

If the existing module certification has any indication for the terminal device that contains the module, yes, it can still be used as the modularization of the terminal device.

If the existing module certification only mentions the module, the module is only valid for the certified module, but not for the terminal device that contains the module.
2. What is the difference between Option 3 and Option 4?

Scheme 3 is suitable for a series of models with the same function but different appearance (ie color, shell, etc.)

Scheme 4 is applicable to different products of the same brand with the same parts/equipment, namely smart appliances (refrigerator, dishwasher, oven, etc.)

3. Can Option 3 be used initially for a single model that is planned to be extended to other models in the future?

No, the first step in Option 3 is to determine the family definition of the family to be certified. The minimum requirement is 2 models.

4. For Option 3, if I want to declare 20 models, do I need to send more than 4 samples?

No, no matter how many models there are in the series, only 2 models are required for the test. The certification body will determine which models must be sent based on a review of the series of documents.

5. If only one of the two samples sent to the certification body is used for testing, can the other sample be saved for market monitoring?

No, a brand new sample is required every time the market is monitored.

The sample sent to the test must be retrieved within the specified time after the test is completed, otherwise it will be destroyed.
